I've tested a lot of image editing programs over the years, and I've come up with this list of applications and programs. Hope this helps all of you graphic makers on WT! :D

Key-
(O) = Online Based
(P) = Program
($) = Requires Purchasing

Beginner: For those who are just starting or for quick and easy tools, very simple interface; usually online-based applications
Lunapic (O)
Online Image Editor (O)
Picnik (O)
Splashup (O)

Intermediate: One step beyond beginner applications, more complex interface and more features and filters, sometimes has layering tools
Paint.net (P)
Sumopaint (O)
Photofiltre (P) - ilovewebkinz23

Expert: Much more complex interface and usage, many features and filters, layering tools, need to have worked with other image software before stepping into
Gimp (P)
Paint Shop Pro (P) ($) - dolphinluva8

Professional: Has all the bells and whistles, complex interface, CMYK support, loads of features, usually involves a big price tag, need lots of experience
Photoshop (P) ($)

Splashup is definitely the hardest of all the beginner editing.
It really helps, though! Thanks so much!
I love GIMP, by the way. :D

Hmm... I probably should move Splashup into my intermediate list. I didn't really test it out a lot, so I don't know it too well. And you're welcome. =)

I really Like PhotoFilter. Thats How I make my Blends.

Paint Shop Pro is an option, too. It's just like PS, without the Selective Coloring and some other features.

I think I'm going to test out Photofiltre now. I want to see how easy it is to use and what the interface is like.

Tux Paint - Program... Beginner, definately. It's fun to mess around with :D

There's always the amazing, lovely, very good, trustworthy, handy, windows paint! I dunno if this counts for anything but you can make stuff on paint. I love paint. :3

Well... right now I'm testing out Seashore. It works for Mac OS X, and it's a lot like GIMP, but you don't have to download Apple's X11.[:
